Emma Russell

Emma is the Commercial Manager for Global Rail Construction Limited and is responsible for all day-to-day project commercial functions.

She is a construction industry professional with over twenty-years’ experience working in rail and the wider infrastructure industries. Emma has expansive knowledge in the commercial management of both design and build, construct only projects for both Tier 1 and Tier 2 organisations.

Richard Horsted, BEng (Hons), MAPM

Richard has been with our UK business since 2010 and has played an integral part in the development and growth of our Civil and Structural design department.

He is an experienced and extremely competent Design Manager and leader who continuously encourages and develops designers to produce ‘best in class’ designs.

Richard always delivers cost effective design solutions in full compliance to client, industry, and current legislation, whilst ensuring the elimination of health and safety risks within the design process.

Stephen O’Brien

Stephen is Managing Director and is responsible for the direction of Global Rail Services Limited on behalf of the shareholders. 

He has three decades of experience in the management and delivery of projects for the construction and professional services industries. He previously held senior management positions at Morrison Telecom Services and Obelisk.

With an MBA and degrees in Mechanical and Industrial Engineering from Trinity College, Dublin and UCD respectively, Stephen is a professionally affiliated leader. He holds memberships of both the Irish Management Institute (MIMI) and the Institute of Engineers of Ireland (MIEI).

Marco Lombardelli MIRSE, MA

Marco is a Director of Global Rail Services Limited.

He has held senior level roles within his previous appointments and has over thirty five years’ experience within the railway industry, over twenty of which have been dedicated to the strategic development, successful implementation and long-term sustainability of the business.

He is also a railway signalling professional with extensive experience in strategic planning, project delivery, engineering, professional development and testing and commissioning specifically within mainline, metro and London Underground’s railway infrastructures

Eoin Short

Eoin has been with Global Rail Services since its inception working within a number of areas to support its growth and development. He has over twenty years’ experience within rail specifically and is now directly responsible for all company operations including planning and delivery of Global Rail Services’ project requirements.

Eoin has a strong mechanical and civil engineering background and this experience has enabled him to manage and direct multi-disciplined engineering projects for all infrastructure opportunities within the Global Rail Services portfolio.

Ray Collins

Ray is Commercial Director for Global Rail Services. He is a construction industry professional with over twenty-years’ experience working in rail and the wider infrastructure industries.

He has expansive knowledge in both traditional and design & build projects, in sectors including utilities, civil engineering, mechanical and electrical and is responsible for the direction of all commercial functions at Global Rail Services.

Aidan Kelly

Aidan directs all mechanical, electrical and power projects at Global Rail Services and has full divisional responsibility for running our in-house MEP Division -a core competency within the company.

Aidan has over twenty years extensive experience of working within the mechanical, electrical and power sector, throughout Ireland.

He is a Degree-qualified electrical engineer and has considerable knowledge and prowess within a number of key industries including rail and wider transportation, energy and utilities.

Francessca Brown

Francessca is a qualified accountant and is responsible for the overall financial management for Global Rail Services.

Francessca has held senior roles within her previous appointments and has over ten years’ experience in accounting, audit and tax. She is a member of Chartered Accountants Ireland and holds a Bachelor of Business Studies Honours Degree in Accounting.

Paul Connell

Paul is responsible for the management of multiple project teams to ensure the safe delivery of projects on time and within budget to the stated quality and customer’s satisfaction.

He is a Civil Engineer by training, having studied at Loughborough University, achieving a BEng (Hons) in Civil Engineering with a diploma in Industrial Studies. In 2017, Paul became a Chartered Civil Engineer.

His engineering experience covers a number of industries including rail, working on behalf of London Underground and the Water sector covering a number of wastewater and water projects in the UK.

Damien Galligan

Damien is an experienced Commercial Manager with over 15 years’ construction industry experience working for both public and private sector clients. He has been involved across a range of projects covering rail, telecommunications, education, residential, health, conservation and new build.

Damien has extensive knowledge of pre and post contract duties covering cost estimating, benchmarking, value engineering, allocation of risk, project tendering, tender reports, contract administration, claims assessment, dispute resolution, negotiations and final account settlements, having carried out these roles on wide variety of projects.
